About 10 % of the Latvian population (183 796 people) have neither the Latvian nor any other citizenship. These people hold a Latvian non-citizen passport.

Such passport holders can within the passport’s period of validity leave and re-enter Latvia without obtaining a special permission.

According to the immigration law, Latvian non-citizens are treated like citizens of Non-EU-Countries living in Latvia with a valid permanent residence permit.

This means: If you are a holder of a Latvian non-citizens passport, you can travel within the Schengen area without a visa for up to 90 days within 6 months (only for visiting/business purposes). If you wish to enter another EU country than Latvia, e. g. Germany, for the purpose of employment, or if you for any other reason plan to stay for a longer period of time, you need to apply for a visa before leaving Latvia and if necessary require a work permit.
