About 11 % of the Latvian population (205.565 people) have neither the Latvian nor any other citizenship. These people hold a Latvian non-citizen passport.
Such passport holders can within the passport’s period of validity leave and re-enter Latvia without obtaining a special permission.
According to the immigration law, Latvian non-citizens are treated like citizens of Non-EU-Countries living in Latvia with a valid permanent residence permit.
This means: If you are a holder of a Latvian non-citizens passport, you can travel within the Schengen area without a visa for up to 90 days within 6 months. If you wish to enter another EU country than Latvia, e. g. Germany, for the purpose of employment, or if you for any other reason plan to stay for a longer period of time, you need to apply for a visa before leaving Latvia and if necessary require a work permit.
